Frances Elouise Shepherd Council was born February 24 1958. She was the daughter of Andrew Shepherd and Emma Jean Shepherd. Frances has 8 brothers and 8 sisters. Frances was raised in Vernon Tx and moved to Paris Tx where She married Norman Council April 9 and he preceded her in death January 13 2004.

Frances is survived by her five daughters, Teresa Shepherd, Cassandra Shepherd, Priscilla Shepherd, Norma Council  and Drewcilla Shepherd

Frances has 12 grandkids, and 10 great grandkids. She was preceded in death by her parents Andrew and Emma Shepherd and her 3 brothers and 4 sisters.  She leaves her memories to cherish with her daughters and 5 brothers and 4 sisters with lots of nieces, nephews and cousins. We will miss her dearly.

Visitation will be held Friday April 29, 2022 at Sullivan Funeral Home from 6pm-8pm.
