Ireland was born March 3, 1962, to Ireland Scott, Jr. and Hattie Noble Scott in Vernon, Texas. He was the second of their four children. His family worshipped at the Saint James Christian Methodist Episcopal (C.M.E.) on Gilbert Street in Vernon, Texas.

Ireland attended Vernon High School in Vernon, Texas and graduated in 1981. "Junior" or "Junebug" affectionately called by his family, attended Wiley University, a college in Marshall Texas on a basketball scholarship before returning to Vernon.

He married Regina Fay Carpenter in 1981, and together they had two children, Tremale and Kimtisha. This marriage ended and Ireland moved around to New Mexico, California during this time we lost touch, but love prevailed.

Finally, back living in Texas, settled in Dallas. He worked at the Dallas Auto Auction. Patricia moved her brother to Irving, Texas where she was living. Junior left Irving to move to Vernon to be available to help his Momma and Daddy out in Vernon. He was immensely helpful for Ireland and Hattie Scott, a dutiful son.
